AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the stances of these parties, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the showing of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the party that comes second is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
